PB Named Owners' Representative For Sandy River Conduit Relocation Project

PORTLAND, OR - PB has been retained by the Portland Water Bureau (PWB) to serve as owner's representative for a project to replace a major water supply pipeline.

The water supply pipeline crosses the Sandy River on a historic bridge structure and will be relocated into twin conduits in a tunnel traveling approximately 450-feet then transitioning into the current buried pipeline. The tunneling methodology will probably be mined in lieu of boring machine, given the short length and ground conditions. The historic bridge structure will be disassembled and relocated (reused) elsewhere.

The PWB is using the design-build procurement process to obtain design and construction services for the project. As the owner's representative, PB's scope is divided into two phases: Phase 1 is focused on developing the project management plan, request for qualifications, request for proposal document, and the design-build selection process and contract assembly. Phase 2 involves quality assurance and management of stakeholder involvement during the design and construction of the project, assuring compliance with design-build contract documents.

The project represents the first time PWB will use the design-build delivery method. PB will be responsible for developing workshops, presentations, and training meetings for PWB staff and stakeholders.

Construction on the $12 million project is expected to begin in August 2008, with completion slated for March 2010.
