for a memorable opening general session at WaterEC 2009.
Mr.
Norton serves as the water resources and planning manager for the Santa Ana
Watershed Project Authority (SAWPA) in California, a joint powers agency
organized to support water resources in the Santa Ana River Watershed. His
accomplishments include: preparing the first SAWPA Integrated Water Resources
Plan, which now serves as a template for state funding through the Integrated
Regional Water Management Program; serving as SAWPA’s administrator of several
multi-agency task forces, such as the Nitrogen TDS task force study, which
serves as a statewide template for regional groundwater management planning; as
well as working with the Emerging Constituents Workgroup and the Stormwater
Quality Standards Task Force for the Santa Ana Watershed. His agency’s most
recent accomplishment is the Santa Ana Watershed “One Water One Watershed”
Integrated Regional Water Management Draft Plan, which is setting a new
milestone for collaborative “bottom up” regional water management planning by
integrating standard water resource management strategies with water use
efficiency, land use, environmental justice, and climate change adaptation.
Concurrent, with his departmental management duties, Mr. Norton also serves as
the authority administrator for the Lake Elsinore and San Jacinto Watersheds
Authority.
Mr.
Norton also serves as the authority administrator for the Lake Elsinore and San
Jacinto Watersheds Authority, a joint powers agency created to enhance water
quality for Lake Elsinore and the upper Watershed. His titles include Past
President of the Inland Empire Council of Engineers and Scientists, Past
President of the American Society of Civil Engineers (ASCE) San
Bernardino/Riverside Branch and the ASCE Los Angeles Section, 2004–05 Civil
Engineer of the Year for the San Bernardino/Riverside Counties Branch and the
Los Angeles ASCE Section, and past chair and organizer of the first ASCE Inland Empire Infrastructure Report
Card.
